Penalty charge notice

Post by kermit 2482 on 25/7/2013, 10:54

I was down in Plymouth the other day and parked up, went to pay in the meter and it would not let me put my money in, now thinking i was having a senior moment i then stood to the side and watched another lady try and put money in, however she had the same problem so wasnt just me. We both then decided to put notes in our vehicles explaining the meter would not take our monies.

Yes you guessed it those lovely civil enforcement officers took absolutely no notice and gave me a PCN the bar stewards, i did note though that the lady in the peugeot that had the same problem had gone so could not tell whether or not she had been given a ticket too.

i also spoke t a CEO on the way out of that street who said well its working now as others have got parking tickets so i said well it might be now but it certainly wasnt when we tried and i dont make a habit of just not paying to park as its not worth the risk.

Needless to say i have appealed this but whatrs the bets that PCC the robbing bar stewards wont accept this, i will let you all know but im prepared to take this to the ombudsman if i have to, they have a fight on their hands now!!

Is it a ticket issued by the council?

Just checking it wasn't one of those unenforceable ones that be filed in the bin. Wink

Definitely appeal it, although I'm not sure how much success you'll get.

I had this with a council machine last year. I took a photo of someone else who couldnt use the machine and a video of the attendant telling me he knew it wasnt working but was still giving me a ticket. I didnt have to pay!

There are disc zones and pay and display car parks in my town. I'm just on the outskirts of the town centre, so there are no restrictions on my road. Wink

The beauty of living in a bit of a backwater is the parking. The local car park is pretty cheap and after 3pm, it's free.

You still get twats parking on double yellows though Rolling Eyes

A tip from a former parking warden, if you arrive in a disc zone at say five past ten, set your disc for 10.15 there's fuck all the warden can do about it, that way you legally get extra free parking. Wink

Think yourself lucky. My Mother went into hospital for an operation today and look at what I am going to be charged every day for the next week!

That's what I meant! Not sure what I was thinking in my post above, as that method would give you less time... Embarassed Laughing

Actually, I know something that most others do not know. The parking attendants were made redundant two years ago. All they have now is two staff from the finance department who come round and collect the money and change the ticket roll every now and then. Theres no one to check parking tickets anymore. Also, if your visiting, you can get a free 4 day pass by visiting the finance department. But its not advertised!

Surely any ticket would be unenforceable anyway?

Taken to court by a private parking company?

How can they take them to court, its a notice to owner not driver and they are under no legal obligation to give details of the driver ??

The council sets the prices and operates the parking. This is Ealing hospital, one of the hospitals they want to close down. Nearest hospitals then will be ten miles either way with no parking available.

Ah council run, that explains that then lol, all the hospital car parks in and around our area are privately run.

Well if the NHS gets its way, in ten years time this car park will be a block of luxury private flats. I expect the residents will then be complaining about the amount of traffic noise from the Uxbridge road and the planes landing at Heathrow.

Got a letter from them tossers at PCC today stating they are not going to uphold my appeal as apparently the CEO did a test on the meter and it was working, i did agree with them that when i went back it appeared to be working but it most certainly was not when me and this other woman tried, i honestly dont make a habit of non payment in a council enforced area and genuinely could not pay as it wouldn't let me so principle here tells me to say they can go fook themselves for their fine.

The letter i received does not mention anything about an ombudsman as im aware you can appeal further but as per usual they dont tell you such things and they are being most unhelpful.

Is anyone on here aware of what i can do now or any info ref the ombudsman would be greatly appreciated as these arseholes are not getting a penny out of me.
